When talking about such widely used and abused (and forbidden) SEO technique as cloaking, Google’s official definition seems a bit fuzzy

A sphinn of a sphinn of a sphinn that happens to contain at least one typo.  When you are King, all options are open.  But when Google has explicitly forbidden cloaking, implementing cloaking in any form is more stupid than evil.

Them who owns the gold make the golden rules.

Google in their own way has made the playing field more even by not letting those who run their own web servers have an unaffair advantage over those who are physically unable to implement cloaking.
