Could also be geo-spatial imaging companies.  They've had some problems in the past with the anti-terrorism police (or whatever they like to be called these days) and needed to acquire the proper permits; it apparently set them back months.  Do you know if there was any noise about Google filing permits?  I can't seem to find anything.
Bring on the lawsuits! :)

It was inevitable that we'd see these in the UK soon, however it's not clear from that photo that this one is definitely Google, although it does seem to match their camera setup as spotted in Milan in April: http://farm4.static.flickr.com/3235/2421053600_35bacbc855.jpg

Look a lot like NBC detection equipment - anyone in westminster will know that the chinook and US blackhawk helicopters flying over on a daily routine are there for such reasons..
